The Order of the State Land Agency of Ukraine dated 02.10.2013 №395 approved Methodical recommendations for the development of land management schemes and feasibility studies of land use and protection of administrative-territorial units, which are of a recommendatory nature regarding the composition, content and procedure for developing land management schemes and feasibility studies protection of lands of administrative-territorial units.
Schemes of land management and feasibility studies of land use and protection of administrative-territorial units (hereinafter - Land Management Schemes) are developed to determine the prospects for land use and protection, to prepare sound proposals in the field of land relations, organization of land use and land protection, perestroika taking into account the needs of agriculture, forestry and water management, development of villages, settlements, cities, territories of health, recreational, historical and cultural purposes, nature reserve fund and other nature protection purposes, etc.
Land management schemes are before the project document, which based on natural, economic and social conditions develops a set of interrelated measures for the rational use of land resources, their development and organization, the establishment of infrastructure that meets the needs of the administrative-territorial unit.
Land management schemes are developed by our Center on the basis of the following issues:
a) improving the distribution of land between categories in accordance with the prospects for development, for which it is recommended:
- establish responsibility for the actual use of land for its intended purpose;
- identify reserves of land suitable for use in agriculture and for other purposes;
- identify and justify the needs of land for non-agricultural purposes;
- draw up a balance of land distribution by categories for each settlement period.
b) development of proposals for more efficient use of agricultural land by:
- development of new lands;
- transformation of agricultural lands;
- improving the reclamation condition of lands;
- improving the structure of sown areas;
- introduction of a progressive system of agriculture.
c) improving the organization of territories, for which it is recommended:
- to develop proposals for the formation of new and eliminate the shortcomings of existing land use, the location of the central estates of agricultural enterprises, their production units, economic centers and livestock complexes, their organization of the territory of agro-industrial and other production associations;
- to determine the needs of lands for internal economic shortages (economic centers and livestock complexes outside settlements, protective plantations, irrigation network, roads, cattle runs, etc.).
d) development of measures for land protection:
- it is recommended to determine the scope of work on soil protection from wind and water erosion, on reclamation of disturbed lands;
- identify sources of land pollution by industrial waste and develop measures to prevent the negative consequences of this pollution;
- give suggestions for improving the landscape.
e) determination of economic efficiency and priority of implementation of the planned measures.
Materials of Land Management Schemes are entered into the State Land Cadastre and transferred by the developer to the State Fund of Land Management Documentation.
Land management schemes and feasibility studies for the use and protection of lands of administrative-territorial units after their approval in the prescribed manner are considered and approved by the relevant executive authorities or local governments.

- technical documentation on land management to determine and establish in kind (on the ground) the state border of Ukraine;
- technical documentation on land management for the establishment (restoration) of the boundaries of the land in kind (on the ground);
- technical documentation on land management to establish the boundaries of the part of the land to which the rights of sublease, easement;
- technical documentation on land management regarding the division and consolidation of land plots;
- technical documentation on land management for land inventory.

The estimated time for the preparation of land management projects, as well as the preparation of land management projects, will be calculated at the time of application, taking into account the type of project, research volume and current workload, and in most cases will not exceed 180 days. |
