In accordance with paragraph 6 of The procedure for approval of construction projects and their examination, approved by the Resolution of the Cabinet of Ministers of Ukraine dated 11.05.11 №560, the purpose of the examination of construction projects (hereinafter - the examination) is to determine the quality of design solutions by identifying deviations from the requirements for strength, reliability and durability of buildings and structures, their operational safety and engineering including compliance with standards for creating a barrier-free living environment for people with disabilities and other low mobility groups, sanitary and epidemiological well-being, labor protection, ecology, fire, man-made, nuclear and radiation safety, energy saving, the estimated part of the construction project. Expertise is the final stage of development of construction projects. 

In accordance with the fourth part of Article 31 of the Law of Ukraine "On Regulation of Urban Development", construction projects are subject to mandatory examination, which:

1) by class of consequences (responsibilities) belong to the facilities with medium (CC2) and significant (CC3) consequences - on compliance with standards on sanitary and epidemiological well-being of the population, ecology, labor protection, energy saving, fire, man-made, nuclear and radiation safety, strength, reliability, durability of buildings and structures, their operational safety and engineering support, including compliance with standards for creating a barrier-free living environment for people with disabilities and other low-mobility groups;

2) are constructed on the territories with difficult engineering-geological and technogenic conditions, - in a part of durability, reliability and durability of buildings and constructions;

3) are constructed with attraction of budgetary funds, means of the state and municipal enterprises, establishments and the organizations, and also the credits given under the state guarantees if their estimated cost exceeds 300 thousand hryvnias, - concerning the estimated part of the project documentation;

4) are subject to environmental impact assessment in accordance with the Law of Ukraine "On Environmental Impact Assessment".

 

Upon the decision of the customer, the examination of construction projects of facilities other than those provided for in this part, or separate sections of the project documentation may also be carried out.

 

In Ukraine, any construction work is carried out only after the project. All documents that are prepared before the start of construction are considered an important factor for further work. It depends on them how high quality and safe the building will be.

The design covers the entire process of construction of the future building. During its implementation, the architectural appearance of the building is laid, planning, foundation and many other factors are taken into account. Properly compiled design documentation for the construction site at the stage of preparation is a guarantee of safety of the future building.

The initiator of the construction project examination is most often the customer of construction works in order to establish whether the construction project meets state construction standards.

As a result of a low-quality construction project, construction can be carried out with violations, the consequences of which may lead to administrative or even criminal liability. As a result, the developer can suffer significant losses from a low-quality construction project.
During the examination of the construction project, the experts analyze the compliance of pre-design and design documentation with the initial data, technical conditions and individual requirements for the project or construction. At the same time, such parameters are analyzed in the project documentation as:

  • Compliance with state building codes;
  • Operational safety;
  • Structural reliability;
  • Stability of constructed objects;
  • Rational use of natural resources;
  • Rational use of financial and energy resources.

 

 

 

Terms of service

The approximate terms are:

  • for forensic examinations - from 15 to 30 days, depending on the technical and technological complexity of construction projects;
  • for expert research - 10 days;
  • for high-risk facilities for which their impact on the environment is being assessed - up to 90 days;
  • for facilities under construction in areas with complex engineering-geological and man-made conditions - 15 days;
  • examination of the estimated part of the project of construction of objects - 15 days.

The exact terms will be calculated at the time of order, taking into account the scope of the study and the current workload of specialists within the limits provided for paragraph 1.13. Section I "Instructions on the appointment and conduct of forensic examinations and expert research", approved by the Order of the Ministry of Justice of Ukraine 08.10.1998 № 53/5.
