Design and estimate documentation is a set of documents that reveal the essence of the project and contain a justification of its feasibility and possibility to be implemented; it is documentation that contains textual and graphic materials and defines architectural, functional-technological, constructive and engineering-technical solutions for construction, reconstruction and / or technical re-equipment of capital construction and engineering communications.

The content and scope of design and estimate documentation for individual construction sites are determined by regulations, instructions for project development and estimates.

 

Normative regulation of examination of estimate documentation

In accordance with Article 31 of the Law of Ukraine "On Regulation of Urban Development", construction projects are subject to mandatory examination, which:

1) by class of consequences (responsibility) belong to objects with average (CC2) and significant (CC3) consequences (approximate list of objects by classes of consequences (responsibility), - concerning observance of norms concerning sanitary and epidemiological well-being of the population, ecology , labor protection, energy saving, fire, technogenic, nuclear and radiation safety, strength, reliability, durability of buildings and structures, their operational safety and engineering support, including compliance with standards for creating a barrier-free living environment for people with disabilities and other low mobility groups;

2) are constructed on the territories with difficult engineering-geological and technogenic conditions, - in a part of durability, reliability and durability of buildings and constructions;

3) are constructed with attraction of budgetary funds, means of the state and municipal enterprises, establishments and the organizations, and also the credits given under the state guarantees if their estimated cost exceeds 300 thousand hryvnias, - concerning the estimated part of the project documentation.

 

Upon the decision of the customer, the examination of construction projects of facilities other than those provided for in this part, or separate sections of the project documentation may also be carried out. According to Article 32 of the said Law, the construction object is assigned to one or another category of complexity by the design organization and the construction customer. The procedure for assigning objects to IV and V categories of complexity is determined by the Cabinet of Ministers of Ukraine.

Provisions of the current DBN A.2.2-3-2004 "Composition, procedure for development, approval and approval of design documentation for construction" (including reference appendix P) are valid in part that do not contradict the provisions of regulations of a higher level . In accordance with paragraph 2 of Art. 32 of the Law, the category of complexity of a construction object is determined in accordance with state construction norms and standards on the basis of the class of consequences (responsibility) of such construction object.

The class of consequences (responsibility) of a building or structure is determined in accordance with paragraph 5.1 of the current DBN B.1.2-14-2009 "General principles of ensuring the reliability and structural safety of buildings, structures, building structures and foundations." Therefore, the category of complexity of construction objects defined by the project documentation should be checked taking into account the class of consequences (responsibility).

Projects for the construction of facilities that are: constructed with the involvement of budget funds, funds of state and municipal enterprises, institutions and organizations, as well as loans granted under state guarantees, if their estimated value exceeds 300 thousand hryvnias, are subject to mandatory examination. parts of the project documentation.

 
 

Examination of the construction estimate includes such areas as:
  • Examination of estimates, verification of work performed in accordance with the design conditions.
  • Checking the actual construction conditions.
  • Estimation of the estimated cost of construction of the object.

 

 

 

Terms of service

The approximate terms are:

  • for forensic examinations - 60 days;
  • for expert research - 10 days.

The exact terms will be calculated at the time of order, taking into account the scope of the study and the current workload of specialists within the limits provided for paragraph 1.13. Section I "Instructions on the appointment and conduct of forensic examinations and expert research", approved by the Order of the Ministry of Justice of Ukraine 08.10.1998 № 53/5.
